Recommendations on program outcomes and topic-specific recommendations

Certain points of discussion recurred across all five working groups and through online comments. The certifying body will have to communicate closely with impacted communities in order to work through these points of deliberation.

Three models emerged from discussion: a recommended Hybrid model and top-down and bottom-up model options.
